Popular radio host James T. Harris broke the news at 5:15 with in interview with Representative Adam Kwasman. Kwasman told Harris that legislators had been negotiating hard all day with the Governor, and they are shocked that she would act in such a unilateral and aggressive manner.
The Governor issued a Proclamation at 5:00 p.m.
Kwasman said Brewer, “is the queen and she will have her way.” Brewer has established a reputation as “petulant child during this Legislative session for her veto stamp temper tantrums,” said in Capitol source. “Her veto of the religious freedom bill angered conservatives and moderates alike.”

The Proclamation reads:
By the power vested in me by the Arizona Constitution Article IV, Part two, Section 3, and Article V, Section 4, respectively, I, Janice K. Brewer, Governor of the State of Arizona, call the 51st Legislature to meet in Special Session at the Capitol on the 11th day of June 2013 at 5 PM.
The subject to be considered at the Special Session shall be:
1. The state budget for fiscal year 20 13-2014 supplemental appropriations and adjustments to other appropriations for fiscal year 2012-2013 and other budgeting or advanced appropriations as necessary be on fiscal year 2013-2014, including appropriations, budget reconciliation legislation, and statutory and session law changes necessary to implement the state budget and supplemental appropriations related thereto such as funding for the Arizona Health Care Cost Containment System and any mechanisms for the Arizona Health Care Cost Containment System just sure enhanced federal financial participation to support and maintain its programs.
In witness whereof, I have here unto set my hand and caused to be a fixed the Great Seal of the State of Arizona.
