Juvenile Arrested In Flagstaff Jensen Center Homicide

On March 3, at approximately 5:00 p.m., Flagstaff Police Department officers responded to the Hal Jensen Recreation Center in the men’s restroom for reports of gunfire. Upon arrival Officers found Jacob M. Allen, age 20, who was later pronounced deceased on scene.

Police arrested Fernando Enriquez, age 15, of Flagstaff, as he was being released from the Flagstaff Medical Center. Enriquez, a juvenile who was shot during this incident, was arrested for Homicide and is being charged as an adult. He was booked into Coconino County Jail.

The Flagstaff Police Department investigators, working closely with the Coconino County Attorney’s Office, have learned that this crime was not a random act and the community is not at risk. It was originally believed to be a drive-by shooting.

Two firearms were involved in the incident, but only one was found at the scene. Investigators are searching for the second firearm but have not located it. Police are asking members of the public to contact the Flagstaff Police Department if they have information on the location of this gun.

On Friday March 3, 2017 when the Flagstaff Police Department received a 911 call about a male subject who had been shot, the call came through the 911 system on a landline with the address of 211 W. Aspen, City Hall. This address showed up on the computer screen in dispatch. This caused some confusion with the dispatcher initially.

Three minutes into the call and after obtaining more information it was discovered that the actual incident was at 2703 N. Izabel, The Hal Jensen Recreation Center. This location is a City owned facility and may in part explain why the 911 system showed an address of 211 W. Aspen.

Still, the original call was received at 5:00 p.m. and the first officer arrived at the Rec-Center at 5:05 p.m.

The Flagstaff Police Department reports that it is actively working with the Information Technology (IT) staff at City Hall to examine the phone system to understand why the there is a discrepancy between the 911 address that dispatchers see on the computer and the physical address where the call is actually being made from.
