On the afternoon of April 24, 2013, a 46-year old Ismael Delgado approached an underage female inside the Martha Cooper Library located at 1377 North Catalina Avenue and initiated a conversation. Delgado began asking her personal questions and rubbing her arm. Before leaving, Delgado provided his phone number to the female.
The female immediately reported the incident to the librarian, her parents and the police.
Detectives from the Internet Crimes Against Children Unit initiated an investigation into the incident. They spoke with the victim and obtained further information from the library staff. Detectives discovered that Delgado’s intentions were to meet the female for sexual purposes, believing she was 14-years old.
On April 29, 2013, Delgado attempted to meet the female at a business in the 4500 block of East Speedway. Tucson Police Detectives, with the assistance from the U.S. Marshals, took the suspect into custody as he arrived. Delgado was arrested and booked into the Pima County Jail for 1 count of Luring a Minor for Sex and 1 count of Attempted Sexual Conduct with a Minor.
The victim in this case immediately reported the incident after it occurred, allowing authorities to take immediate action and conduct a thorough investigation. The Tucson Police Department urges parents to speak with their children about staying safe from strangers in public places and on the Internet.
