In November 2012, the Mayor and City Council adopted the Plastic Bag Ordinance requiring retailers in Tucson to work with the community to reduce the consumption and use of single-use plastic bags, and to increase the number of plastic bags being returned to the retailers for recycling.
It was easier to force retailers to jump one more hurdle than get the City Council to tackle tough issues.
The ordinance reads: Retail establishments shall report to the City of Tucson ES director through an independent auditor the single use plastic bags per transaction, total number of single use plastic bags given out and tons of film plastic collected through the single use plastic bag and film collection program.
