The Sheriff’s Department Rincon District has been plagued with mail theft for the last three weeks. The Community Problems Unit, working in conjunction with the Rincon Directed Patrol, has been investigating the thefts and fraudulent activity that followed.
On March 5, 2015, a traffic stop was made on a vehicle possibly associated with the recent mail theft and fraudulent activity. The occupants of the vehicle were identified as 38-year-old Richard Keppler, 35-year-old Deanna Lupo, and her nine year old daughter. Mr. Keppler and Ms. Lupo admitted to mail theft and using stolen credit cards. The detectives obtained search warrants for both residences and located more stolen mail.
Mr. Keppler was transported to the Pima County Adult Detention Complex and booked on the following charges:
• Theft
• Computer Tampering
• Outstanding Misdemeanor Warrants
Ms. Lupo was transported to the Pima County Adult Detention Complex and booked on one count of Child Abuse,
