Man Guilty of Contracting Without a License Arrested

On Mon., November 23, 2015, Joseph Larned, 63 of Apache Junction, was arrested by Pinal County Sheriff’s Deputies on an outstanding warrant stemming from a case in which he pled guilty to Contracting Without a License, after it was discovered he was using his former employer’s contracting license.

In January 2015, the Arizona Registrar of Contractors (AZ ROC) received a complaint against Larned. Through investigation, AZ ROC investigators found Larned, doing business as Solutions Plus Plumbing, entered into a contract with a resident of Apache Junction for $6,000 in March 2014.

According to an AZ ROC Official Departmental Report, investigators learned Larned failed to disclose his unlicensed status and actually used an ROC number from a previous employer on his proposal. Records indicate this led the victim to initially believe Larned was, in fact, a properly licensed contractor.

Records show, however, that a check of AZ ROC’s database revealed no current or prior licenses for Larned or his company and there were no pending applications.

After AZ ROC investigators completed their investigation, the case was submitted to the Pinal County Attorney’s Office for prosecution for Contracting Without a License.

Arizona Public Access records for the case (CR-20150184) indicate a plea agreement was reached in May 2015. These records also indicate a post-adjudicated warrant was issued for Larned on September 9, 2015 and, though no date appears on Public Access, a second count of Failure to Appear is listed in the citation.

Larned is currently being held in the Pinal County Sheriff’s Jail on a $5,130 cash bond.
