On Tuesday controversy erupted when the majority of the Tucson Unified School District Governing Board voted to award teachers a small pay raise with monies from Prop 123, while handsomely awarding administrators. On Wednesday, State Treasurer Jeff DeWit addressed the Board’s decision on the James T. Harris radio show.
DeWit had been a vocal opponent of the passage of Prop 123 due to the fact that it would raid the State Land Trust and came with no guarantees that the money would get to Arizona’s under-paid teachers. DeWit told Harris, “I went around the state and I said there’s not a single requirement that a dollar goes to teachers. If we are going to do something like this, we have to make sure it goes to teachers. The sales pitch was more money for teachers.” DeWit had questioned at the time why they wouldn’t put restrictions on the money, but his questions were dismissed by Governor Doug Ducey. “They said ‘no it is all going to go to teachers. Don’t worry.’”
“Now you have TUSD, which has one of the worst records in the state about how much money makes it into the classroom, already – one month later – breaking the promise that the politicians made to the voters, and giving the vast majority of the money to the administration. It is terrible, it is despicable, and it’s predictable. Once again voters were lied to by politicians. Guess what? I think they set a new record for the speed at which they broke promises.”
“The money is going to go out soon,” said DeWit. “I have heard of some lawsuits coming. Unfortunately, some of those take time to mature. The first batch of money is probably going to go out the door, but as we see, it is not going to go where we promised it would go. I think this will probably hasten the pace at which we see people will want a refund and file lawsuits because now they see they have been had.”
“It makes me ill, it makes me ill” said DeWit. “A month later they are already completely stiffing the state, they’re stiffing the teachers. It is despicable.”
DeWit urged residents to go to the next TUSD meeting and “tell them what they think of that. Everyone needs to get down to that meeting and tell them where to stick it when they do that so that hopefully the message gets across to other districts and it doesn’t get repeated.”
“You know as well as I do this is going to happen all across the state,” stated DeWit. “Yet the proponents – the Prop 123 campaign – said ‘every teacher is going to get a raise,’ ‘we’ve been promised by districts all over Arizona that – it was a quote by the Governor himself – ‘all over Arizona we’ve been promised that teachers will be getting raises.’ Well, what’s happening?”
“Now they are not paying the bill to get those votes,” said DeWit referring to the promises made to teachers to get their support for Prop123. They are not putting money into the classroom; everything I predicted, and now, it going to be in the constitution. And now, the funds are not going to be there. They are ripping a one-time pot of money; the schools’ saving account. This is forever going to harm our schools and our teachers and there is nothing we can do to stop it at this point.”
According to the Arizona Auditor General:
Between fiscal years 2001 and 2014, Arizona’s total operational spending per pupil increased 41 percent. Despite this increase, Arizona school districts still spent approximately $3,000 less per pupil than the national average. Arizona districts also allocated resources differently than the national averages, spending lower percentages of available operating dollars on instruction and administration, and higher percentages on all other non-classroom areas, particularly plant operations and student support services.
In fiscal year 2014, for the second consecutive year, Arizona districts spent 53.8 percent of available operating dollars on instruction—the lowest percentage in the 14 years our Office has been monitoring district spending. The state-wide percentage decreased every year between fiscal years 2004 and 2013 before remaining flat in fiscal year 2014. Over this same 10-year period, the percentage of resources allocated to administration, plant operations, food service, transportation, student support, and instruction support have all increased.
Arizona charter schools are, on average, as bad – if not worse, in terms of spending money on administrators while robbing teachers of a decent wage. As DeWit noted, it is incumbent on Arizonans to ensure the trend does not continue.
