PHOENIX —  Ryhs Bylsma, 3, and his 5-year-old sister, Grame Bylsma, were found to be safe and unharmed Saturday afternoon after they were allegedly abducted by their father, 36-year-old Justin Bylsma, a non-custodial parent.

Phoenix Police said the children were taken from the parking lot at the Maricopa County Animal Care and Control facility near 27th Avenue and Lower Buckeye Road.

The children’s’ mother stepped away from the vehicle she was driving for a minute, and when she came back the vehicle was gone, said a police statement.
