Pima County Supervisor and Tucson Unified School Board member Kristel Foster take their orders from Congressman Raul Grijalva and his daughter Adelita Grijalva. They do virtually nothing without the approval from Raul.
Elias is proud of the fact that he became a County Supervisor in 2002, after a lengthy career in the government and non-profit development of affordable housing. He earned a degree in History, with a minor in Mexican-American Studies, from the University of Arizona.
One of the most glaring examples of Elias as a Grijalva grunt is captured on video. In this Youtube video, Elias can be seen opening the doors for rampaging activists in the takeover of a school board meeting:
